Rule Changes

Missouri

Effective July 1, 2019, the Supreme Court of Missouri has amended Rule 8.09, Admission by Transferred Uniform Bar Examination Score, to allow applicants to concurrently apply for admission by transferred UBE score in Missouri while they have a pending application to take the UBE in another jurisdiction. Previously, applicants could apply for admission by transferred UBE score only after having earned a qualifying UBE score in another jurisdiction.

Virginia

The Virginia Board of Bar Examiners has adopted revisions to the Virginia Bar Exam Rules, effective September 1, 2019. Applicants now have three options when applying for the bar exam:

  • Option 1—Applicants will take both the Virginia Essay Exam and the Multistate Bar Examination (MBE) in Virginia at the same bar exam administration.
  • Option 2—Applicants will take the Virginia Essay Exam and will use/transfer an MBE scaled score of 133 or greater, taken within 3 years prior to the date of the exam applied for, from a previous bar exam taken in Virginia or a jurisdiction other than Virginia.
  • Option 3—Licensed attorneys will take only the Virginia Essay Exam. They must be actively licensed to practice law and be in good standing in a jurisdiction other than Virginia, and they must have taken and passed a bar exam in a jurisdiction other than Virginia.

Connecticut

Abby M. Warren has joined the Connecticut Bar Examining Committee, replacing Richard F. Banbury. Warren is an associate at Robinson & Cole in Hartford, Connecticut.

District of Columbia

Patrick Fagan, Special Assistant to the Director for the Committee on Admissions and the Unauthorized Practice of Law, retired from the position in September 2019.

Michigan

The new president of the Michigan State Board of Law Examiners is Jeffery V. Stuckey. Joining the board is Candice C. Moore, replacing Donna Robinson Millhouse, whose term has ended.

Kristina Montemayor is the new Program Coordinator for the Michigan State Board of Law Examiners.

Missouri

Hon. George W. Draper III is the new Chief Justice of the Supreme Court of Missouri. Justice Draper was appointed to the Supreme Court in October 2011.

Nebraska

Stephanie Ferris is now Assistant Director of Admissions for the Nebraska Supreme Court Attorney Services Division; she had served as Administrative Assistant for the Division since 2014.

New Jersey

The new chair of the New Jersey Board of Bar Examiners is John C. Mills, who has served on the Board for 10 years and was formerly vice-chair. Richard E. Tilton, who has served on the Board since 2012, has been appointed as the new vice-chair.

Joining the New Jersey Board of Bar Examiners as a new member is Louis Miron, who formerly served as a Reader for the Board. Elizabeth A. Weiler, who served as a member of the Board for nine years and as chair for six years, has retired from the Board.

Virgin Islands

Judge Geoffrey W. Barnard, who had served as chair of the Committee of Bar Examiners of the Supreme Court of the Virgin Islands for 36 years, stepped down from the position effective July 2019. He has been appointed by the Court as chair emeritus of the Committee.

Marie E. ThomasGriffith has been appointed by the Court to succeed Judge Barnard as chair of the Committee.

Dr. Mark Raymond, PhD, has joined NCBE as Director of Assessment Design and Delivery. Raymond has worked for and advised certification boards, licensing agencies, and professional associations for the past 30 years, most recently as Research Director and Principal Assessment Scientist for the National Board of Medical Examiners. He conducts research and consults on matters ranging from test design to psychometric modeling. Raymond is a member of NCBE’s Technical Advisory Panel and a consultant to NCBE’s Testing Task Force and will continue to serve those groups as part of his new role with NCBE.
